Generally, lower-qualified satin sheets are most likely made out of sub-par knitted materials rather than having a woven surface. The smoothness and shininess of satin comes from the type of thread. Also, the way that the fabric is woven is very important. The tighter the weave, the smoother the surface, which dictates the thread count.
Many artificial fibers are applied in modern satin waterbed sheets as well. Like nylon and polyester, they make the satin sheets look better.
